VGCC Trustees Laud College For 9 Years Of Outstanding Financial Audit Reports

For nine straight years, Vance-Granville Community College has received financial audit reports that reveal no exceptions to sound practices and procedures.

When this was reported to the college’s Board of Trustees during their bi-monthly meeting May 19, the trustees praised the administration, faculty and staff for the manner in which fiscal records and processes have been maintained.

A resolution signed for the trustees by Chairman John K. Nelms emphasizes that the college accomplished this during an extended time of tight budgets at both the state and local levels while dealing with increasing enrollment and while adequately maintaining physical facilities.

President Robert A. Miller pointed out that while the Business Office gets a great deal of credit for the excellent audit, it is the result of an all-hands effort. “A good audit comes because everyone on campus contributes by following prescribed financial policies and procedures,” he said.

The VGCC administration, faculty and staff also received praise for their performance during the visit to the college in April of the Reaffirmation Committee of the Southern Association of Colleges and Schools. The committee visited to determine if Vance-Granville Community College will be reaccredited by the association for another 10 years.

While VGCC will not get an official report on reaccreditation until December, the chairman of the Reaffirmation Committee told President Miller that Vance-Granville Community College is a “wonderful institution” and one for which its employees should be proud. Several members of the committee said they had visited numerous colleges across the Southeast and that they had found no better one than Vance-Granville. The committee’s report included two rare commendations in several areas of the college.

The exceptionally positive attitudes of staff, faculty and students and the beauty of the VGCC campus also received praise from the committee.

CONSTRUCTION UPDATE

Trustee J. David Brooks, chairman of the Building Committee, reported that construction of the new 52,000 square-foot classroom building on the main campus is “going smoothly.” The building, which will house technology classrooms, the Small Business Center, literacy and occupational extension classes, is scheduled for completion by the end of this year.

Brooks also said that working drawings and specifications for the proposed new classroom building at the Warren County Campus have been sent to the State Construction Office for approval. He estimated that bids for the building will be opened in June or July and construction will start a month later.

The board authorized the Building Committee to accept bids for the Warren County Campus addition within funds available. Funds will come from VGCC’s portion of Higher Education Bonds approved in 2000, and approximately $1.5 million has been allocated for the Warren campus building.

Also, the board authorized the Building Committee to accept bids for expansion to the Student Services Building on the main campus within funds available. This 10,000 square-foot addition will be funded with money saved from the new building project on the main campus.

New buildings are also planned from bond money for the South Campus between Butner and Creedmoor and the Franklin County Campus at Louisburg. Work is expected to begin on both of these in 2004, Brooks said.

Day Care Fees

The trustees also voted to increase fees for the college’s Day Care Center on the main campus and the Child Care Center at the Franklin County Campus.

Effective July 1, fees for toddlers full-time at the centers will increase to $430 a month and for 2-5 year-olds to $400 a month. These rates represent a $10 increase in both categories. Rates for part-time children are pro-rated.

Personnel Actions

The board accepted the retirement request of Dr. Carl R. Shafer, effective Sept. 1. Dr. Shafer, who is program head and instructor for mathematics and physical science, has taught at Vance-Granville Community College for 32 years.

Linda B. Hahnel was approved for employment as an instructor of practical nursing. President Miller told the trustees her position was added because the practical nursing program is being expanded this year.

Hahnel is a registered nurse who lives in Bracey, Va., and who has been a part-time Nurse Aide instructor at VGCC.

The board also approved a one-year leave of absence for Aaron J. Randall, program head and instructor of Sociology. He plans to spend that year as a visiting professor at Appalachian State University.

President Miller informed the board that Crystal W. Brantley, instructor of English and humanities, has been selected as VGCC’s Instructor of the Year. Also, Sylvia A. Jones, coordinator of Workforce Investment Act, has been named the college’s Staff Award winner for 2003. Both Brantley and Jones will compete with nominees from the N.C. Community College System’s 58 other schools for its Excellence in Teaching and Staff Award, respectively, and winners will be named later this year.
